Tree peonies do not respond well to transplanting and take time to get established. They are developing deep, substantial root system that will help the peony to bloom. Add compost topping each fall to fertilize the soil.
1-year old graft
Plant the thicker part (root) and the thinner branch (woody) in the ground. About 6″ of the thinner, woody part should be in the ground for proper root development and to avoid the herbaceous peony root taking over the grafted branch.
This applies to all 1-year-old tree peony grafts, any variety.
